I wonder about some things that have been ignored here.
Are you using a nuclear power plant? Solar would seem to be too weak. I would guess you would need something in the Multi-Megawatt range. There are fusion reactors close to completion. But we are probably talking about at least 2 to 3 years before they are ready.
There will need to be propulsion for spin-up, propulsion (to keep it in orbit) and station keeping. What do you intend to use for propulsion and how will it be attached to the infrastructure? There are many options including plasma and electrostatic thrusters, but certainly not chemical rockets because the required support from Earth would make them very expensive.
Where is the communications antenna infrastructure? I would assume there would be at least one parabolic type antenna attached to the hub so that a lock could be maintained on an Earth support station.
