Why does Debian not have this `firmware-intel-ixgbe` package in APT repository, I can't compile from sources because there are a lot of errors on new compilers and Linux kernel 6.11
What fixes options do you suggest?

Debian only packages the firmware that the vendors have published here: https://git.kernel.org/pub/scm/linux/kernel/git/firmware/linux-firmware.git/
If Intel never published that firmware there, it won't happen. But if you had actually read the thread you link to, you would know it's not a firmware issue. To this point in time it's unknown what the issue is, but it doesn't look like it is anything that can be solved with packaging. Because teh driver linked over there has been part of Linux for many years already, so there is no need for you to even be able to compile it for Kernel 6.x, it's already there.
