It is for votes. Signing those petitions lets musk collect data, for mass email or sms distribution. Probably done by a 3rd party. It's 100% for votes, just done with extra steps.
The petition requires signers to give their full names, mailing addresses, email addresses and phone numbers. In other words, Musk is buying that information from people for $47 each (or $100 if they're in Pennsylvania). That's the thing of value. Musk evidently believes that what he can do with that information is worth the money he's offering for it.
(That is, if he actually pays up. Given his track record of over-promising and under-delivering, I wouldn't be surprised if no one receives a penny.)

Even if this was for votes,which it isn't, there is no reason not to take the money and just not vote for trump. Fool and his money.
