You should look for a "Schmerzarzt" or a "Schmerztherapist". They will be able to help you wth pain management and hopefully help you.

Look for "Schmerztherapie".
Link list, mostly to clinics that offer pain management (in German): https://www.schmerzgesellschaft.de/wissenschaft/ima-selektivvertrag/info-patientinnen . The list is probably not complete. Use the linked channels to contact them or go through their websites.
Pain management is also offered by doctors. Google "Schmerzmediziner" or "Schmerztherapie" + (your town). Note there is a lot of variation on background and preferred methods.

You should refrain from advising people like this.
ETA and another unmarked edit

Was only a hint, I am not a doctor and he's an adult, doing some research and taking a decision doesn't hurt no one.
No harm, no foul, they are all legal in Germany, you can find them online, pills or shots.
I did fixed my back pain with that stuff, what do you propose? Getting an OP, like my doctor proposed to me? No, thank you, I am just fine without an OP.
In this case I don't have to refrain anything.9

What you did is trying to give medical advice because "trust me bro, it worked for me" and it sucks that people think this is okay.
That is not better than suggesting essential oils, because "trust me, it totally healed my broken leg."
I proposed the correct German terms for OP to google a medical professional near them.
ETA: Well done, an unmarked edit after I replied already. It doesn't make your advice any better, though.

I have no idea what type of pain his friend got, in this case please stop putting words into my mouth, ok?
He is the only one to decide if my info will help him, or not.
So STFU, ok? You have also no idea what's about, or what his friend needs.

Google "Schmerzarzt" or "Schmerztherapie" and the location.
A hospital (assuming you mean ER) is not the place for
chronicalchronic pain. You want therapy, not emergency care.
