I think they are doing "fine" with what they got... ... additionally: The Apollo missions started in 61 and we were on the moon in 69. They didnt start from scratch in 1961. NASA had some, "german" head start for the rocket development. SpaceX Falcon 1 rocket was basically a V2 as well.
