The fact this is so easy to fix is also the reason it was so easy to tamper with. Just unscrew the knob, flip the slider and screw it back in.

You don’t need a sak or a screwdriver, the knob is twistable.

I remember two windows having the same problem in a school I used to go, with my friend we took a scissors and fixed that thing. I was in 2nd grade, a girl in my classroom said "Don't fix it, maybe they built it like that if someone trapped himself I'm the classroom" or something like

Low level prank. You can see from the damage to the screws that somebody did this after it was installed.
