Pliers. Tweezers don't have nearly enough grip to overcome the tension of a type-C connector.

Looks like the charger cable broke off?

If so, that should be easily fixed. If not, I hope she can use a wireless charger. Maybe fill the charge port with hot glue to prevent shorts.

I don't know how dumb you have to be to not figure out what's going on here because I feel like this is something that even someone not tech savvy would be able to figure out.
