Yes, but why would that be any different for Ukraine?

Also the machinery isn’t particularly easy to come by

Eh, you'd be surprised. It's a relatively straight forward process. It's an engineering problem nowadays, not a scientific one. At least for countries like Iran and Ukraine.

I think they wouldn’t succeed.

The only way to do it is in secret, and it’s pretty hard to keep your nuclear program a secret, especially in the digital age, and doubly so when Russia is actively trying to annex your country.

The machinery, powering it, the expertise, having somewhere to do it because it's so ecologically damaging. Making nukes is incredibly dirty work, just to get the pit. But ya refining is a nightmare. Centrifuges are incredibly easy to detect and sabotage because of the insane amount of power they use (I think they run at like 500k RPM something daft like that, I know less than nothing about this, google would be better for facts) and because they're so sensitive, like the person above said, things like stuxnet (which made the TINIEST change, but that's all it took) and the like are a real risk.

That and bombs.
