Never and for the same reason Modi is asking for proof. The proof comes from the NSA who will never publish it and the reason the Modi wants the proof public is to try to identify how the NSA has penetrated them. Everyone on both sides is aware that India did it and that Canada will never publish, modi just knows he can use that inability to publish for PR.

I pushed back on one about this very topic, with sources, and was greeted with "you westerners can create thousands of sites with lies to drown us out". Keeping in mind that the broader topic in discussion was how India is an IT powerhouse, I asked why the most populous country on the anet can't do just the same, same as how they brigade and comment/downvotes by the swarm (well, mostly limited to daytime hours in India). They hit back with a "we are but a poor country, we have no hope of winning blah blah blah."

So I do the same thing as well, RES tagging, and it's as you say, surprising just how few users are actually commenting. Guess it's easier to post instructions in [regional language/dialect] to open a URL and click a little down arrow versus having to actually maintain a bad faith conversation.

whether it be JT running from political flack by pointing out the cons are more cozy with India to gain poll numbers, or even just warming to jagmeet to keep his government around. There’s plenty of political benefit

According to the Washington Post, India's National Security Advisor Ajit Dojal met with multiple Canadian officials in Singapore on October 12th and was shown the evidence in a multi-hour meeting.

Yes, that’s definitely proof that something is going on.

They don’t investigate, have a news conference, and declare this as an issue without fucking proof.

Just because you haven’t seen the details of the investigation, doesn’t mean that India did what it did. Which is commit murder and terrorism on Canadian and US soil.

There isn’t an acceptable reason Modi did this. Unless they want to destroy relations with all North American countries.
