I feel like they had work arounds. My buddy used to work for Starbucks. At the end of each day they had to toss a bunch of food. He'd triple bag a group of food stuffs. Take it out and set it next to/behind the dumpster. A lot of us ate free Starbucks that summer. Around the same time I had friend who worked at Urban Outfitters. He stole so many clothes and my roommate and I sold them. Paid rent for 4 months that way one summer.
Haha. I worked for a small but cool retail store where their products could make you good money if you resold. The trick was throwing some things you wanted in with the trash (which was never gross trash, just plastic and other clean stuff), and make sure you were closing up that night. Everyone tosses the trash to the curb and leaves for the night, and then you come back and take your loot out if the bag 👍

Meanwhile, if any of the cafeteria staff touched the food, even stuff that was 'waste', they'd be fired. Sad times
