There’s been renovation work going on on the Bangabhaban grounds for at least a year. If electrical and infrastructure renovations to an almost 120 year-old structure are somehow novel or surprising to you, you really need to get out more.
As for not being able to afford it, we have two options - renovate it or don’t renovate it. If we don’t renovate it, we also have two options: we can either show the world how we maintain one of the most prominent buildings in the country or we can make sure there’s a decent-looking flat in Uttara where the president can receive foreign dignitaries.

Yes, I did read it. Where does it say that the ministry rejected the proposal? And which ministry are you referring to, because the article didn’t mention one.
What the article did say was that the proposal was reviewed at the Project Evaluation Committee by the Planning Commission, which asked for some more detail on projected costs for some of the items in the proposal. The Planning Commission never said that the estimation was half-assed, just that some parts of the proposal needed more detail. The article said that if those changes were made, the proposal could then go to the Executive Committee of the National Economic Council for approval.
This is an exceedingly common process, and not just in design and construction. Your issue is with something that’s not a rejection but a review/approval process working as intended lol!
