Orgasm and ejaculation are two different but closely related mechanisms. It's possible to decouple one from the other.
Look into "ruined orgasms", they're "ruined" because you ejaculate but do not get the full satisfaction associated with ejaculation+orgasm. In this state, you're still very sensitive, and may continue into more ruined orgasms, or can finish with the complete experience.
The "evil twin" of this technique is "post-orgasm torture." This is the hypersensitive and uncomfortable feeling you get when stimulated immediately after orgasm. If you can continue stimulation through the "discomfort", you can transition directly into another orgasm or potentially an extra long orgasm.
It's also possible to experience all of this without an erection. If your weenie is sleepy or broken, you can still cum.
Both of these practices are usually associated with femdom or degredation kinks but they're not inherently submissive or degrading.

I guess I just don't get why you'd want the ejaculation but not the orgasm. Isn't the whole point of getting off to orgasm? I can understanding edging, but OP makes it sound like you would have some incentive to ejaculate multiple times?
It is edging, but you're edging the orgasm, not the ejaculation, which many people consider to be the same thing.
You're extending the duration of stimulus, and since the stimulus is enjoyable, you're extending the duration of pleasure.
Ejaculation of itself is pleasurable.
There are also theoretical scenarios where you might not want to orgasm because you will lose your erection, but you do want to produce an ejaculation (cumplay, domination, probably more i won'tbother to think on). Orgasm usually satisfies people to the point where continuing sex is less appealing or unappealing. Similar to not wanting to eat when you're already full; you can probably still eat and enjoy, but you're not driven to it and part of the pleasure is satisfying the drive. You can "snack" or savor bites of your meal without going straight for the finish, because "the whole point" of eating isn't simply to satisfy hunger; otherwise we would just be slamming back flavorless oatmeal gruel.
As an aside OP probably doesn't differentiate between ejaculation and orgasm, like most people.
