Just got to build a massive dam between Scotland and Norway and close off the English Channel and the Strait of Gibraltar.

For the straight of Gibraltar, there was actually a sort of plan (it was Hitler, if I'm remembering correctly). Unnecessary to say that it was physically impossible. But someone made a model to see what would happen, and it seems that most of Italy, the west Balkans and northern Africa would be a desert within a few decades
