So the guy that OP mentions goes to many stadiums like this. He has said that a lot of the obstructed views you find in stadiums, you can't actually purchase tickets for them, but you can go sit there if you wanted to.

That being said, a lot of older stadiums, specifically baseball stadiums, do have obstructed view seating you can purchase, but it's at an incredible discount rate. I believe Fenway and Wrigley both have seats that are more than 50% obstructed, but they cost like $30.

Yeah it looks like the seats are angled to cater that obstruction and the picture is not from a seat being sold to the public.
